CPT Using fluoro for scope placement

I work in a hospital and we have lots of billing issues surrounding CCI edits for fluoro. For example, when an ERCP is done, the doc states he uses fluoro to verify the placement of the scope. The CPT for the fluoro and the CPT for the ERCP hit a CCI edit. Does the use of fluoro for scope placement warrant a 59 modifier on the fluoro charge?
